This consultation is being responded to in parts. This document sets out the findings from the accountable person and the key building information sections of the consultation on the new safety regime for occupied higher-risk buildings. This document also sets out the government’s response. Further documents will be published in due course.

Consultation description
This consultation seeks views on policy proposals for the in-occupation phase for higher-risk buildings in scope of the new, more stringent regime. It covers the following areas:
- Registration
- Certification
- Accountable person(s) and the principal accountable person
- Safety case approach and the safety case report
- Mandatory occurrence reporting
- Residents’ voice and duties on residents
- Golden thread contents
- How the golden thread is managed and stored
- Duties on the accountable person(s) and the principal accountable person to share information
- Appeals
- Enforcement
- Key building information
