AnThe armyLand withinCEMA theprogramme Jointdelivers Forcedefensive and offensive cyber and electromagnetic activity, electronic countermeasures and electronic warfare and signals intelligence capabilities, while integrating people with Allies,these naturalisedCEMA capabilities.

The programme was set up in July 2020 with 3 themes:

• Protect – upskilling people with defensive cyber skills, while improving our defensive cyber capabilities and modernised electronic countermeasures to theoperate in a hostile cyber and electromagnetic domain,domain.

• Understand which– integratesdeepening peopleour withunderstanding technologyof our adversaries, using enhanced electronic sensors, survey tools and collection and exploitation of national intelligence.

• Effect – developing effects to exploitdeceive, opportunitiesdeny, disrupt and gaindegrade militarythe advantage.key capabilities of our adversaries on land or in the cyber and electromagnetic domain.

Programme Benefits

We are modernising and transforming. A secure Army Digital Enterprise and a talented digital workforce provide the foundation needed to protect us against hostile, invisible threats. By developing new skills and leveraging new technologiestechnologies, we are maximising the talent within the army, leading to a resilient and adaptable force with greater agility to adapt to new threats, and use cyber and electromagnetic capabilities to exploit opportunities.

We aim to enhanceimprove foresight and reduce the cognitive burden of command. By improving the speed and accuracy of our data and signals intelligence, we will be able to make better and faster decisions. We will constrain the adversary’s freedom of action by integrating cyber and electronic attacks with other physical and joint effects, as the threat dictates, preserving our survivability and increasing the army’s wider utility for multi-domain integration.

We will modernise and integrate with the army’s other major programmes through a powerful combination of a collaborative approach:approach with defence; with our partners and our allies; and through enablers and frameworks.
