The financial transaction control framework sets out howwhen government planswill touse controlfinancial newtransactions (issuing loans or investing in financial transactions.assets like equity) and the controls in place around their use. It commits to delivering new, large scale financial transactions through designated, expert public financial institutions, reporting transparently on the value and performance of financial assets government holds, recognising costs in departmental budgets if investments are expected to be loss making from the outsetoutset, and introducing new risk-based controls. The Treasury will work with public financial institutions and departments on the detailed implementation of this framework.
