This document provides a practical tool for effective planning to ensure that economic inclusion is meaningfully integrated across all different stages of the programme cycle.

The 3 levels of ambition provided are:

  • minimum standard
  • empowerment
  • transformation

The different programme stages are:

  • business case and programme design
  • mobilisation/procurement
  • programme implementation
  • monitoring, evaluation and learning (MEL)
  • programme completion
