The government’s Plan to Make Work Pay sets out how it is aiming to grow the economy, raise living standards across the country and create opportunities for all. The plan will help more people to stay in work, improve job security and boost living standards. The plan will support employers and businesses across the country, creating a fair and level playing field and modernising the employment rights framework to suit the economy of today.
The Employment Rights Bill, which was introduced to Parliament on 10 October 2024, is the first phase of delivering the Plan to Make Work Pay, supporting employers, workers, and unions to get Britain moving forward and fulfilling a commitment to introduce legislation within 100 days. The Bill will update and modernise the legislative framework in relation to employment rights.

Updated to address amendments made to the Bill during its passage through the House of Commons, in particular the new provisions added, and to reflect the clause numbers of the Bill as introduced into the House of Lords. The new provisions include:Part 1: Agency workers and rights in relation to guaranteed hours and shifts; collective agreements and contracting out.Part 2: Collective redundancy consultation: the protected period; a duty to keep records relating to annual leave; the extension of regulation to employment businesses.Part 3: Seafarers.Part 4: Political funds: requirement to pass political resolution; Trade union recognition.Part 5: Powers to obtain documents of information; Other powers to investigate non-compliance; Notices of underpayment; Powers relating to civil proceedings; Safeguards etc; Recovery of enforcement costs.Part 6: Increase in time limits for making claims.
