Vexatious litigants
List of vexatious litigants, banned from starting court cases without permission.
Applies to England and Wales
Vexatious litigants are individuals who persistently take legal action against others in cases without any merit, who are forbidden from starting civil cases in courts without permission.
You cannot apply for help with fees if you are listed as a vexatious litigant.
Vexatious litigants must apply to the High Court for permission to start a civil case in court. If you need to apply for permission, you must pay the full court fee. If successful, you can apply for a refund by completing and submitting form EX160 to the court within 3 months of the decision.
You must provide evidence for any application, as well as a sealed copy of the order granting you permission to issue proceedings.
