Added information about how to apply online for the following permits in England: car and vehicle dismantling; metal recycling, scrap metal and WEEE – not cars or vehicles; waste transfer station or amenity site with or without treatment; storage or treatment of waste – recycling, dredging, clinical, soil, tyre shred or wood treatment – not including low impact installations and treatment of incinerator bottom ash.

Added that the Environment Agency is testing a new online service for medium combustion plant and specified generator permit applications in England. Added a link so you can sign up to use the new service and give feedback. Removed the link to the older online permit application service, as this is not available anymore.
