This explanatory memorandum is about EU Council Decision (EU) 2025/1286 of 20 June 2025 authorising the opening of negotiations with the United Kingdom of Great Britain and Northern Ireland for an agreement on a youth experience scheme.

It was submitted by The Rt Hon Nick Thomas-Symonds MP, Minister for the Cabinet Office (Minister for the Constitution and European Union Relations).
