This document was prepared by the Growth Gateway programme team in collaboration with the Boston Consulting Group. It aims to support stakeholders in understanding why Pakistan should mobilise over £275 billion in climate finance by 2030 to address its severe climate vulnerabilities, with a focus on adaptation, resilience, and private sector engagement.

It provides a comprehensive analysis of Pakistan’s current climate finance landscape, highlights key barriers, and proposes 21 actionable initiatives to unlock both public and private sector investment. The report is designed to guide collaborative efforts toward building a greener, more resilient economy, with a focus on foundational enablers such as developing a green taxonomy, enhancing governance, and creating a climate action roadmap.
