The Maritime and Coastguard Agency carried out a public consultation from 17 July to 13 August 2025 on the proposal to make the Merchant Shipping (International Safety Management (ISM) Code) Regulations 2025. The consultation was published on GOV.UK , and notifications of the consultation were sent to marine industry stakeholders, government Departments and maritime bodies with professional and specialist functions. The main outcome was that all respondents agreed with the policy approach outlined and the government therefore welcomes broad support to the proposal.

Consultation description
This is a Consultation on a proposed new Merchant Shipping (International Safety Management (ISM) Code) to revoke the UK assimilated version of Regulation (EC) 336/2006 on the implementation of the International Safety Management Code within the Community and the Merchant Shipping (International Safety Management (ISM) Code) Regulations 2014 and replace these two instruments with a new set of Regulations requiring compliance with the International Safety Management Code. The new SI will be accompanied by a new Marine Guidance Note.
