Holocaust Memorial: handling arrangements for planning casework
Document setting out how MHCLG will handle the administrative arrangements for the planning application for the Holocaust Memorial and Learning Centre.
The planning application for the Holocaust Memorial and Learning Centre, made to Westminster City Council in December 2018 in the name of the Secretary of State, was called-in on 5 November 2019 by the then Housing Minister. A decision of July 2021 to grant planning permission for the memorial was quashed by the High Court on 8 April 2022.
This document sets out appropriate administrative arrangements to ensure that there is a functional separation between the persons bringing forward the proposal for development and the persons responsible for determining that proposal, and also applies in respect of the conduct of any litigation.
Names of officials below Senior Civil Service grades have been redacted.
MHCLG handling note updated. It reflects changes to Ministers and officials dealing with the application (and those who must not do so) since the last update was published in 2022, and has also been updated to reflect the existence of the Holocaust Memorial Bill currently proceeding through Parliament.
