What providethe funding is for
The Affordable Homes Programme 2021 to 2026 provides grant funding to support the deliverycapital costs of newdeveloping socialaffordable andhousing in England.
The National Planning Policy Framework defines affordable housing as housing for sale or rent for those whose needs are not met by the market.
Homes England has £9.23 billion of government funding to deliver at least 100,000 affordable homes acrossoutside Englandof (outsideLondon by the end of London).March 2029. This is split between the AHP 2021 to 2026 and the Bridge Fund.
AHP 2021 to 2026
TheseOriginally are:the funding allocated to Homes England to deliver affordable homes via the AHP 2021 to 2026 was £7.39 billion. At the Autumn Statement in October 2024 an additional £400 million was allocated followed by a second top-up of £300 million in February 2025 bringing the total to £8.03 million.
BridgeFundOn25March2025,thegovernmentannouncedaninjectionofafurther£2billionadditionalfundingintotheAHP2021to2026.HomesEngland’sshareofthisbridgefundis£1.2billionanditisinadditiontothe2earliertop-ups.ThisbridgefundingprovidesmorecertaintyandconfidenceforourpartnerstodelivertheexistingAHPpipelineandothernewbusinessopportunitiesbyactingasadownpaymenttosupportthenewSocialHousingAffordable Homes Programme2026to2036.We’recommittedtoworkingcloselywithadiverserangeofpartners–bothexistingandthosewehaven’tpreviouslyworkedwith–tomaximisetheimpactofthisfunding.Thisguidanceisaboutbiddingforfundingonascheme-by-schemebasis,knownastheContinuousMarketEngagement(AHPCME)fundingroute.Whenwelaunchedtheprogramme,wealsoofferedaStrategicPartnershipsfundingroute,butthishasnowclosed.ReadaboutfundingallocationsforStrategicPartners.Ifyou’reanexistingStrategicPartner,youcanreadguidanceonprogrammerequirementsforStrategicPartnerships.InFebruary2023andJune2023,thefundingparametersoftheAHP2021 to 2026changedinresponsetochallengesintheeconomyandhousingmarket,andtosupportofthegovernment’saffordablehousingpriorities.Thisisexplainedfurtherbelow.Inaddition,between6Novemberand17Novemberweinvitedpartnerstosubmitproposalsforaffordablehousinggranttosupportnear-termdeliveryofaffordablehousingwhereitmeetsAHP2021to2026additionalityrequirements.Thiswasinresponsetomarketsentimentwhichindicatedanincreasednumberofinvestmentopportunities.Individualproposalswererequiredtosupportthedeliveryofaminimumof500additionalaffordablehomes.TermsweresecuredthroughtheexistingcontractualframeworkinplaceforcurrentgrantrecipientsandaCMEcontractfornewentrants.FundingforaffordablehousinginLondonIfyouwantfundingtodevelopaffordablehousinginLondon,applythroughtheGreaterLondonAuthority.TypesofhousingandtenuresupportedbythefundingAHPfundingisprimarilyforthesupplyofnew-buildaffordablehousing.Itsupports:homesforrent- Social

Werecognisethatsomepartners who:mayhaveareducedappetiteformarket-saleriskassociatedwithdeliveringhomeownershiptenures.Sowe’llbeflexibleinourassessmentofthestrategicfitofproposalswithroutesintohomeownership.AcquisitionofhomesbuiltformarketsaleWeexpectmostschemestodeliverhomesthroughnewland-leddelivery(buildinghomesonlandyou’veacquiredforthepurpose).However,we’llconsiderproposalsthatincludehomesthatwereoriginallybuiltformarketsalewherethis:isnear-termdeliveryandwillhelpkeepthemarketmoving–forexample,throughtheacquisitionofunsoldnew-buildhomesorthroughfundingfuturenew-builddeliverywillcontributetowardsthedeliveryofsupportedhousing,includingthroughremodellingorimprovingexistinghousingstock

Youcanbidforfundingasanindividualorganisationoraspartofapartnershiporconsortium.LandlordsofrentedhomesbuiltwithAHP2021to2026fundingmust,bylaw,bearegisteredprovider.ThismeansyoumustberegisteredwiththeRegulatorofSocialHousing(RSH),aprocesswhichcantakeatleast6months.AllregisteredprovidersarealsorequiredtobemembersoftheHousingOmbudsmanService.Ifyourorganisationisan‘unregisteredbody’(notregisteredwiththeRSH),youcanstillbidforfundingtodevelophomesforrent–butonceyou’vecompletedthem,youmustpassonownershipand AffordablemanagementHomestoProgrammea2026registeredprovider.Unregisteredbodiescan,however,ownandmanageSharedOwnershiphomes.Unregisteredbodiescansignupto 2036theHousingOmbudsmanServiceonavoluntarybasis.WhentobidSocial

CME payments for registered providers
If you’re a registered provider, we’ll pay you the grant when you achieve certain delivery milestones. In most cases, we pay:

There may be different payment arrangements in place for some types of scheme. In some instances, you may be able to claim up to 95% of the payment at start on site.
CME payments for unregistered bodies (URBs)
If you’re an URB, we’ll pay you 100% of the funding at practical completion of the scheme.
Alternatively, if you provide satisfactory forms of security you can ask us to pay you:
