TheGovernment Transporthas Secretaryidentified hasthe todayscheme (22promoted Octoberby 2025)Heathrow Airport Ltd as the scheme to take forward in informing the ongoing review of the Airports National Policy Statement (ANPS). Any resulting proposed amendment to the ANPS, along with any other proposed amendments, will be subject to public consultation.

The Transport Secretary launched a review of the Airports National Policy Statement (ANPS),) on 22 October 2025, which will provide the framework within which any future Heathrow expansion will be considered.

Following an invitation for potential promoters to submit proposals to deliver a third runway to inform the ANPS review.review, Thethe Transport Secretary has confirmed that 2 schemes remainremained under active consideration.

Promoters Heathrow Airport Limited and the Arora Group/Heathrow West Limited havewere been asked to share additional details on their plans by 12 November 2025 to clarify associated impacts for investors, affected communities and businesses. This iswas so government cancould make an informed decision on whicha single scheme shouldto inform the remainder of the ANPS review.
