Who should register
Homes England has developed a database of Section 106 affordable housing opportunities. It contains details of housebuilders’ uncontracted and unsold Section 106 affordable homes across England (excluding London).England.
You can register to use the Section 106 Affordable Housing Clearing Service if youyou’re are a:
- housebuilder
- registered provider (RP)
- local authority (LA)
Homes England and the Ministry of Housing, Communities and Local Government (MHCLG) can also access the service.
What you’ll need
To register to use the service you must be able to prove you are a representative of a housebuilder, registeredRP provider or localLA authority.
Youand willhave need:
- a personal email
addressaddress, on a companyaccountaccount, that belongs to one of thesegroups
You will also need to provide (if you have one) a:
- Companies House number and VAT number (which you can find in your VAT online account)
- Regulator of Social Housing number
- Office for National Statistics (ONS) LA Code
You can provide details for up to 5 users who will be able to access the system to either input details or view information.
For each user you must provide:
- name
- job title
- email address
- telephone number
How to register
You can register to use this service by completing a registration form online. This is hosted on Microsoft Forms.

After you’ve registered
After registering to use the serviceservice, the details you have provided will be checked by Homes England.
Homes England may get in contact with you using the details you have provided if more details are needed to process your registration.
If your registration is not approved, and you are not given access to the service, Homes England will contact you to discuss this.
For housebuilders
If your registration is approved, a confirmation email will be sent to you and all users you have asked to have access to the service. This email will contain a link to a unique spreadsheet for your organisation (hosted on SharePoint) where you can record the Section 106 affordable homes you have available.
You can record information about the Section 106 affordable homes, their delivery dates and contact details for specific sites.
You will be able to update any available opportunities regularly using the link to your unique spreadsheet.
For registered providers (RPs) or local authorities (LAs)
If your registration is approved, a confirmation email will be sent to you and all users you have asked to have access to the service. This email will contain a link to a unique spreadsheet for your organisation (hosted on SharePoint).
You can record information about your preferences for Section 106 affordable homes.
Your information will not be published or shared but will be used for analysis and to inform future development of the service.
You will be able to update your preferences regularly using the link to your unique spreadsheet.
YouYou, and all users you have asked to have access to the service service, will also be sent a confirmation email allowing access to a spreadsheetspreadsheet. thatThis allows you to search, filter and view information on all Section 106 affordable homes that have been shared by housebuildershousebuilders, with contact details provided.

Homes England is not responsible for and does not endorse the data provided by housebuilders, RegisteredRPs Providers or LocalLAs Authorities relating to Section 106 sites, homes or preferences. The agency is not promoting one organisation or opportunity above another. The service and information are both provided to facilitate engagement between housebuilders, RegisteredRPs Providers and LocalLAs. Authorities. They are not intended to amount to advice to be relied upon. Housebuilders, RegisteredRPs Providers and LocalLAs Authorities must obtain professional or specialist advice before taking, or refraining from, any action on the basis of the content of the service.
Consent
Eligible organisations, who have registered and been authenticated, and submit information on Section 106 sites, homes and preferencespreferences, consent that this information can be shared with and viewed by other eligible organisations. Housebuilders will only be able to view and edit the information they submit. RPs and LAs will be able to view and search all information on Section 106 sites and homes submitted by all housebuilders. Homes England and MHCLG will be able to view all information submitted by all eligible organisations. The Greater London Authority will be able to view information relating to sites in London only.
