The FRA Accelerator is an AI tool designed to support public bodies in their identification of fraud risks in their schemes, policies, and programmes.
The FRA Accelerator is a generative AI tool designed to help public bodies identify and mitigate fraud risks more efficiently.
Developed by the Public Sector Fraud Authority (PSFA), the tool uses Azure OpenAI models, boosted with a private knowledge base, to simulate how fraudsters might exploit government schemes. By automating the early stages of risk identification, it allows fraud experts to focus their time on control design and scheme delivery.
How it works
Users upload relevant documents, such as grant scheme information and policy guidance, into a secure environment. The accelerator then analyses this information to generate a draft fraud risk assessment, categorising potential fraud by the ‘Actor’ (who might commit fraud), the ‘Action’ (how they do it), and the ‘Outcome’ (what the impact might be).
To ensure accuracy and safety:
- Human-in-the-loop: All outputs must be reviewed by fraud subject matter experts. The tool does not make final decisions and is designed to assist, not replace.
- Data security: The application is hosted on Microsoft Azure with enterprise-grade security. It includes automated features to detect and redact personal information, and no data is retained or used to train generative AI models.

The tool is considered a ‘logical choice’ for Business As Usual (BAU) adoption due to the massive time and efficiency savings, reducing assessment time from a few days to approximately half a day.
It is considered ‘very helpful’ for providing an initial view of key fraud risks and is ‘really good at quickly looking through all the information.
Who can use it
The FRA Accelerator is currently in Public Beta. It is available to all public bodies as an Azure Web App and can be securely accessed on the public internet.
