Government Functional Standard GovS 004: Property
UK Government Functional Standard for Property is one of a suite of standards setting expectations for the management of corporate functions across government.

Please note that GovS 004 and its supporting requirements and guidance, routine documents and assessment frameworks are being updated to reflect HMT’s reforms to the Spending Control and Accountability Framework announced at Budget 2025. The reforms embed a requirement for up-stream engagement with central Functions and continued alignment with Functional Standards and Strategy in return for increased delegated spending autonomy.
The functional standard sets expectations for the management of all government property, and is mandatory for central government organisations with property responsibilities. Other public sector organisations might find it useful for assessing themselves against the same framework.
The standard is published here as Version 2.2,2.1, replacing version 2.12.0 published November21 2025September .2021. Changes reflectrelate reforms to theenhancements spendingderived controlfrom feedback, updates to other standards and accountabilityreferences, frameworkand announceddevelopment atof Budgetfunctional 2025.arrangements.
In support of the functional standard, a collection of documentation contributes to the overall governance and management framework for the property function.
