This guidance explains how to adjust property damages to reflect frequent flooding. It provides:
- factors for adjusting property annual average damages
- factors for adjusting property‑based evacuation annual average damages
- criteria for when a property should be considered written‑off and the values to apply
The guidance does not apply to properties assessed using Weighted Annual Average Damage or the RATE tool. This is because these already account for risk distribution across the floodplain. Write‑off rules still apply.
All new projects should use this guidance for detailed economic assessments.
Existing projects should revise their assessment only if additional work is warranted.
