The Biometrics and Surveillance Camera Commissioner is pleased to present this revised Framework Service Level Agreement (SLA), updated in partnership with the National Police Chiefs’ Council and the Local Government Association, and consultation with other key stakeholders. This collaboration reflects a shared recognition of the important role that well coordinated agreements play in supporting public safety.
Relevant authorities routinely work together to operate surveillance systems that enable effective incident response and contribute to the protection of the public. These arrangements function best when roles and expectations are clear, when processes are understood, and when decisions are made in a manner that is lawful, transparent, and aligned with the public interest.
These principles formed the basis of the approach taken when the document was initially developed in 2021. The refreshed SLA continues that approach and provides police forces and local authorities across England and Wales with practical guidance for formalising their local arrangements. It sets out the minimum components typically expected within a SLA, while acknowledging that operational requirements differ across regions. The framework is not exhaustive and can be adapted to reflect local circumstances, existing agreements, and future organisational needs. Relevant authorities are encouraged to use this framework alongside the Surveillance Camera Code of Practice (SC Code) and its twelve guiding principles when developing and implementing their arrangements.
The Biometrics and Surveillance Camera Commissioner remains committed to supporting law enforcement and local authorities in meeting their statutory obligations, and publication of this revised framework SLA is part of a programme of work to review, and refresh where appropriate, all guidance published by his office. By embedding the standards set out in this framework, relevant authorities can enhance the effectiveness of their service delivery while maintaining responsible and proportionate surveillance practices that uphold public confidence.
