This guidance for local authorities covers how they can use their powers to seek a rent repayment order against a landlord in the private rented sector.

This guidance only applies to offences committed before 1 May 2026.  For guidance on offences committed on or after 1 May read the rent repayment orders local authority guidance. There is separate Rent Repayment Orders guidance for tenants.
