MMO and ports sector launch new Marine Licensing Top Tips
New guidance and tools to support the marine licensing process.
The Marine Management Organisation (MMO), in collaboration with the ports sector, has released new Marine Licensing Top Tips guidance and practical tools to help streamline the marine licensing process.
Developed through the Ports Sandbox initiative with the UK Major Ports Group, the guidance brings together insights from applicants, regulators and statutory consultees. It aims to improve transparency, reduce delays and support smoother progression of marine licence applications.
The document offers clear, stage-by-stage advice, from pre-application engagement through to decision-making, highlighting key requirements, common pitfalls and effective approaches.
Alongside the guidance, MMO has also published:

A pre-application decision tree to help applicants decide when to engage early with MMO.

A process flowchart showing each stage of marine licensing and where applicant input is needed.
The tools are designed to improve understanding, encourage early engagement and strengthen communication between applicants, consultees and MMO case teams.
MMO credits industry partners - including the UK Major Ports Group, Port of Bristol, Associated British Ports and DP World - as well as Natural England, for their contributions.
The guidance will be kept under review as a “living resource,” with updates planned as further learning emerges through the Marine Planning and Licensing Programme.
Overall, the new resources aim to deliver a clearer, more predictable licensing process for the ports sector and regulators alike.
