Detail of outcome
We consulted on contract amendments needed to implement Clean Industry Bonus (CIB) reforms for Allocation Round 8 that were set out in the government response on 4 February 2026.
This government response details the final positions on the contractual changes that are needed to implement:
- workforce protection criteria
- skills investment criteria
- onshore wind into the CIB for Allocation Round 9
- project-level bids
- payment on delivery
The consultation also consulted on hybrid metering contract changes which is not a CIB-specific contract amendment but a wider Contracts for Difference (CfD) amendment. This will be responded to in a separate government response.
The government will take forward the proposed contractual amendments outlined in the consultation.

The consultation was published online on 4 March 2026 and was open until 1 April 2026. The consultation received 4 responses.
Next steps
The amendments to the CfD contract to implement CIB reforms have been made and the updated contracts are below.
The CIB window for Allocation Round 8 will open to applications on 13 May 2026.

We're seeking views on proposed amendments to the CfD contract that need to be made to implement CIB reforms, and also on hybrid metering, ahead of Allocation Round 8.

Consultation description
We are consulting on proposed amendments to the Contracts for Difference contract, specifically the amendments required to implement the Clean Industry Bonus (CIB) Allocation Round 8 (AR8) changes.
The CIB works within the Contracts for Difference mechanism to competitively allocate extra revenue support (‘a bonus’) to offshore wind and floating offshore wind applicants who take meaningful action to increase the social, environmental and economic sustainability of the supply chain.
Successful generators will be subject to the conditions and rules set out in the CIB Allocation Framework, CIB Guidance and the CfD contract.
In 2025, we consulted on regulatory reforms to the CIB scheme ahead of Allocation Round 8, and published the government response in February 2026.
In order to implement some of the positions provided in that response, we are proposing changes to the CfD contract, which relate to:
- workforce protection measures for offshore wind through a Fair Work Charter
- skills investment criteria
- onshore wind into the CIB for AR9
- process improvements so that the scheme continues to function as effectively as possible
More broadly, this consultation also proposes hybrid metering contract changes.
The proposed drafting changes are shown as tracked amendments to the contract which we have published here alongside the consultation document.
We have also published copies of the CfD Phased, Generic, Private Network and Unincorporated Joint Venture Agreements: some of the contract changes on which we are consulting may have implications that would require changes to be made to those documents too.
We welcome responses from anyone with an interest in the proposals, in particular those considering participating in the CIB ahead of Allocation Round 8.
Once the consultation has closed, we will publish a government response and final version of the contract prior to opening the CIB round.
