Centre for Disaster Protection: expressions of interest

The FCDO invites eligible not‑for‑profit organisations to apply for grant funding to deliver the outcomes for the Centre for Disaster Protection. The deadline for expressions of interest is 15 May 2026.

The programme aims to stop disasters devastating lives. It protects poor and vulnerable people, saves lives and helps developing countries to get back on their feet more quickly after a disaster. It will do this by working with governments to strengthen planning, embed early action, and use risk financing tools like contingent credit and insurance. This will enable more cost-effective, rapid and reliable response to emergencies.

The grant will fund a Centre with outcomes that support country-led systems and government ownership.

What the fund will achieve

The intended outcomes are:

  1. Governments and other key actors design and operationalise pre‑arranged finance (for example, insurance/contingent credit) with clear triggers and delivery arrangements.

  2. Faster, more reliable and equitable crisis response for vulnerable populations, with “do no harm” assured.

  3. Strengthened evidence and global public goods leading to greater and more effective uptake of Disaster Risk Finance (DRF) and anticipatory action.

  4. Institutional capacity of ministries, agencies and other stakeholders to plan, budget and manage risks is improved and sustained.

  5. Multilateral and humanitarian policy/practice better aligned with DRF best practice to optimise impact.

Requirements for organisations wishing to apply

This opportunity is open to organisations in all ODA-eligible countries (OECD, DAC list).

  • legally registered as a not‑for‑profit entity. UK registration is desirable but not mandatory
  • legally and operationally capable of acting as a fiscal sponsor/hosting entity for FCDO and philanthropic donor‑funded projects
  • able to set out how it would support a Centre to grow and transition to a standalone entity, including with new funding partners

How to apply

Interested organisations should email completed pre-qualification criteria forms to lucy.barnett2@fcdo.gov.uk and gareth.moore@fcdo.gov.uk by 5pm UK time on 15 May 2026.

Organisations must pass the pre-qualification criteria before we invite them to progress to the next stage and submit a proposal. Only the top 3 highest-scoring organisations will pass to the next stage.
