Details

The Government published the independent Keep Britain Working Review: Final report - GOV.UK on 5 November 2025. The Secretaries of State for Work and Pensions, Business and Trade and Health and Social Care are pleased to appoint Sir Charlie Mayfield as Co-Chair of the Vanguard Phase. 

Sir Charlie and the Secretaries of State will be supported by an Advisory Group of experts in their fields over the course of the Vanguard Phase who will share feedback on the direction of work. This page includes the Terms of Reference for both appointments. To see the full list of Advisory Group members please see our March update at Keep Britain Working review – updates - GOV.UK.
