This evaluation aimed to better understand the UK’s contribution to Tanzania’s economic development over the last 5 years and identify opportunities to strengthen the UK’s impact. A secondary objective was to develop a methodology for evaluating the impact of diverse partnerships and ways of working across HM Government.
The evaluation used outcome harvesting to identify the UK’s contribution within 5 priority areas:
- strategic planning
- tax reform
- infrastructure
- investment promotion
- financial leverage
The analysis involved a literature review, workshops at the British High Commission (BHC) in Tanzania and over 60 stakeholder interviews from across the public and private sector in Tanzania. It was conducted from December 2024 to August 2025 and therefore reflects the period before the October 2025 Tanzanian election.
