Exception requests are only for cases that both:
- meet the
Departmenthigh forthreshold Education’sof processexceptionality
- have a
forlevel handlingof exceptionnecessity requeststo adopt a child from a country which is subject to restrictions, beyond a general wish to adopt childrena child from countriesanother wherecountry
This specialguidance restrictionsexplains:

- how to make an exception request
- how DfE makes a decision
