We received 81 responses to the consultation on packaging waste recycling note reform that ended on 5 May 2026. We would like to thank all stakeholders for participating.
The government response to the consultation will be a joint response from the 4 UK governments and will be published in autumn 2026.

Consultation description
We want to know what you think about possible reforms to the packaging waste recycling note (PRN) and packaging export recycling note (PERN) system.
The consultation document sets out possible changes we could make to improve the system.
The changes aim to level the playing field between UK domestic reprocessors and exporters and reduce the risk of fraud and error.
