Details

The Government Tax Profession is one of the largest profession in the Civil Service, with approximately 17,000 tax professionals working across government. The profession includes tax experts in HM Revenue and Customs (HMRC), tax teams in other departments, and the Tax Centre of Excellence (Tax CoE), which provides centralised tax advice and support to government organisations.

HMRC colleagues using taxation powers to collect money that funds our public services and those in the Government Finance Function ensuring compliance with tax legislation across government.

The tax landscape is becoming more complex, fast-moving and interconnected. Our ambition is to build a high-performing organisation with a skilled and engaged workforce that is renowned for tax excellence at every level. We are investing in the capability and cohesion of the tax profession now and for the future. Through strong leadership and excellent learning opportunities, we aim to develop world-class tax leaders who can build careers and shape the future of the profession within the Civil Service and beyond.

The framework currently covers tax roles within HMRC and the Government Finance Function, outlining nine job families such as Civil Compliance, Tax Litigation, Reviews, Advisory and Forensic Accountancy, Valuation, Customs, Tax Policy, HMRC Audit roles, and Tax roles within the Government Finance Function.

For each role, the framework offers a summary of typical duties and responsibilities, alongside the knowledge, skills, and behaviours expected at every level. This is designed to help you assess your current strengths, identify development goals, and plan potential career pathways, whether that means seeking a promotion or exploring a sideways move within the profession.

The framework will continue to evolve, with plans to expand its coverage to tax roles across a broader range of departments in the future.
