Remediation of non-ACM buildings
Information relating to the Building Safety Fund for the remediation of unsafe non-ACM cladding systems.

In the March 2020 budget, the government announced that it will provide £1 billion in 2020 to 2021 to support the remediation of unsafe non-ACM cladding system on residential buildings 18 metres and over in both the private and social housing sectors.
On 26 May 2020 we published the registration prospectus. The registration process that opened following publication of the prospectus closed on 31 July 2020.
If you have already registered for the scheme Applications for funding can be submitted from 31 July 2020. If eligible, applicants will be given access to the relevant application portal following completion of technical due diligence at registration. This will be communicated to applicants by DLUHC’s delivery partners the Greater London Authority and Homes England.
Building Safety Fund (BSF) Leaseholder and Resident Service
This Service gives you access to online information on your building’s status in the BSF application process. It’s one of the practical steps we’re taking to:
- improve transparency: updated information will be published on the Service on the third week of every month so you can track the progress of your building’s BSF application.
- provide reassurance: leaseholders will not be liable for the cost of removal and replacement of dangerous cladding.

Type in the unique building code exactly as it is written. This is available from your responsible entity. If you live in social housing, your responsible entity is your local authority or housing association. If you live in private housing, examples of a responsible entities include:
- freeholder
- head leaseholder
- private sector building owner or their agent
- right-to-manage company, or
- registered provider of social housing such as a local authority or housing association.
If you have not received the unique building code by mid-February 2022 or are experiencing issues accessing the Service, contact your responsible entity first.

Fund application guidance
Guidance for private sector building owners whose leaseholders would otherwise incur the costs through service charge arrangements, and social sector housing providers who have demonstrated during the registration process that the costs of remediation are unaffordable or are a threat to financial viability.

Building Safety Fund: appeals form
This form is for registrants to the Building Safety Fund who wish to lodge an appeal following notification of the decision on their Building Safety Fund registration. Please note appeals can only be accepted from the registrant who has received the decision notification and no other party may appeal.
Social sector grants (leaseholder costs) guidance
This guidance is specifically for social sector applicants (whose remediation costs are not deemed unaffordable or a threat to financial viability). The guidance provides further information about the process for Registered Providers of social housing to claim funding equivalent to the value of work which would otherwise be charged to leaseholders.
On 17 December the department announced the extension of the closing date for applications to the Building Safety Fund until 30 June 2021 with the start on site date moving to 30 September 2021.
Where grant claims that have already been submitted / will be submitted by 31 December 2020 and those projects remain on course to start on site by 31 March 2021, we will continue to assess claims against estimates before making a funding decision. Where the original deadline of 31 March 2021 to start on site cannot be met and you are working towards the new deadline of 30 September 2021 grant claims will only be approved once costs, informed by a completed tender process, have been submitted.
Subsidy Control Guidance and Declaration
Guidance and declaration form to ensure that payments from the fund in respect of each leaseholder comply with subsidy control requirements.
- - This guidance explains what should be done by responsible entities at each stage of the application process.
- - Each owner of a flat which is an Undertaking must sign and complete a state aid declaration - this guidance supports leaseholders in completing their declaration.
- - Each owner of a flat which is an Economic Actor must sign and complete a subsidy declaration. The form must be returned to the responsible entity of the leaseholder’s building. The responsible entity is the organisation which has made the application for funding.
Grant Claim Form for Registered Providers of Social Housing
Registered Providers of Social Housing wishing to claim grant funding should make a claim per building rather than bulk submissions per Local Authority or Private Registered Provider.
Please note this form was updated on 18 January 2021 to include some additional details on supporting documentation requirements.
Private sector applicants to the fund do not need to return this form.
Vendor form SAP7B
A completed SAP7B vendor form will be required from all private registered providers of social housing that would like access to the Fund. This will ensure that we are able to set you up as a vendor on our systems and make payments. The vendor form can be provided at any time, but please bear in mind it may take up to 6 weeks to verify your bank details and enable payment.
Private sector applicants to the Fund do not need to return this form.

- The Building Safety Fund has received 2,826 Private Sector Registrations of which 819 registrations (892 buildings) are proceeding with an application for funding.
- 211 Social Sector Grant Claims have been reviewed of which 115 have been approved.
- £1,073 million has been approved for the remediation of unsafe non-ACM cladding from the Building Safety Fund, of which £945 million is for private sector remediation and £128 million for social sector remediation.
- 173 buildings have started remediation work, of which 19 have completed.

Note: Some registrations to the Building Safety Fund cover more than one building, for example where a registration was submitted for a residential development made up of a number of separate buildings. The table above shows the total number of registrations and an estimate of total number of buildings based on the ratio of eligible registrations to their known building numbers. This ratio has been applied to all other categories as those registrations which have subsequently become ineligible or withdrawn frequently do not have enough information in the registration to determine the number of buildings.

* Following a robust review of social sector data, 7 applications were found to have been included in the insufficient evidence to allow verification category in the published December 2021 data, when they should have been in the no available evidence to assess verification category. This has been amended for the January 2022 data, hence the decrease in overall reviewed registrations.
Private sector buildings with ACM and non-ACM cladding
There are currently 82 registrations for buildings with both ACM and non-ACM cladding systems. Of these, 60 registrations have been assessed as eligible for funding for the non-ACM and ACM cladding and 48 registrations have been awarded funding for costed works.

As at 31 January 2022, the total private sector funding allocation is £945 million.
As at 31 December 2021, the Building Safety Fund’s Private Sector expenditure stood at £219 million. Expenditure data is updated on a quarterly basis with the next update due in April 2022.
Social sector funding allocation
As at 31 January 2022, the total value of approved social sector grant claims is £128 million.
As at 31 December 2021 the total value of social sector grant claims expenditure stood at £50 million. Expenditure data is updated on a quarterly basis with the next update due in April 2022.
