The government’s approach to counter proliferation is set out in the 2021 Integrated Review of Security, Defence, Development and Foreign Policy (IR). setsThis out the government’s approach to counter proliferation. It highlights the government’s vision for the UK’s role in the world over the next decade and the actions it will take to 2025.
The National Counter Proliferation Strategy (NCPS) also underpins UK actions.actions.
The programme looks to support activities that contribute to 3 counter proliferation aims, identified within the NCPS:NCPS, which enable proliferation to flourish:
- influencing intent: encouraging all states to adhere to norms on the possession and use of particular weapons, and to demonstrate the consequences of breaching those norms
- controlling access: controlling access to materials and knowledge globally to make it as hard as possible for states or terrorists to acquire or develop capabilities
- disrupting networks: disrupting illicit attempts to circumvent controls
The programme also seeks to support the international treaties, regimes and organisations which provide important support to international counter-proliferation efforts.

How to apply
BidsThe forguidance document contains detailed information about the financialprocess yearand 2022the strategic context.
Project proposals must include a completed project proposal form and a full activity-based budget.
To be eligible, projects should be multi-country, regional or global in scope.
We encourage you to 2023discuss closedproject onideas with the relevant policy leads in the Counter Proliferation and Arms Control Centre (CPACC) before submitting bids. To find out who the relevant policy lead is, or for any other questions, email CounterProliferation.Programme@fcdo.gov.uk.
Submit your proposal by 30 June 2022 to CounterProliferation.Programme@fcdo.gov.uk. We will issue the result of bids by 1 August 2022.
