The National Counter Proliferation Programme,Strategy managed(NCPS) underand the ProgrammeCounter-Terrorism OperatingStrategy Framework(CONTEST 2018), supportsalso theseunderpin goalsUK by:actions.
The Programme looks to support activities that contribute to 3 counter proliferation aims, identified within the NCPS:
- strengthening
influencing majorintent: treaties,encouraging conventionsall andstates regimesto whichadhere seek to counternorms on the proliferationpossession and use of weaponsparticular weapons, and increasingto states’demonstrate adherencethe toconsequences themof breaching those norms
- working
controlling toaccess: strengthencontrolling armsaccess controlsto materials and disruptknowledge globally to make it as hard as possible for states or terrorists to acquire or develop capabilities
disrupting networks: disrupting illicit attempts to avoidcircumvent themcontrols
The guidanceProgramme annexalso providesseeks moreto detailsupport onthe ourinternational treaties, regimes and organisations which provide important support to international counter proliferation efforts.
Three broad themes for this year’s programme, explained in the programme priorities.guidance, aim to ensure:
counter proliferation norms and treaties function effectively by enhancing efforts to uphold, preserve and strengthen the Rules-Based International System
states’ increased adherence to international security regimes and treaties; to promote UK values, influence and soft power to address shared proliferation challenges
control access to materials and knowledge globally to make it as hard as possible for states or terrorists to acquire or develop capabilities

Projects can be single state, multi-country, regional or global in scope. You must submit your project proposal using the the project proposal forms.
For the financial year 2024 to 2025, the Programme cannot fund projects which qualify for Overseas Development Assistance (ODA).
