Avian influenza (bird flu)
How to spot avian influenza (bird flu), what to do if you suspect it, and measures to prevent it.
Avian influenza (bird flu) mainly affects birds. It can also affect humans and other mammals.
Avian influenza (bird flu) is a notifiable animal disease. If you suspect any type of avian influenza in poultry or captive birds you must report it immediately by calling the Defra Rural Services Helpline on 03000 200 301. In Wales, contact 0300 303 8268. In Scotland, contact your local Field Services Office. Failure to do so is an offence.
Reporting dead wild birds
You should call the Defra helpline (03459 33 55 77) if you find:
- one or more dead bird of prey or owl
- 3 or more dead gulls or wild waterfowl (swans, geese and ducks)
- 5 or more dead birds of any species
Do not touch or pick up any dead or visibly sick birds that you find. For further information see our advice to the public.
All bird keepers (whether you have pet birds, commercial flocks or just a few birds in a backyard flock) must keep a close watch on them for signs of disease and maintain good biosecurity at all times. If you have any concerns about the health of your birds, seek prompt advice from your vet.
You should register your poultry, even if only kept as pets, so we can contact you during an outbreak. This is a legal requirement if you have 50 or more birds. Poultry includes chickens, ducks, turkeys, geese, pigeon (bred for meat), partridge, quail, guinea fowl and pheasants.

Following a number of detections of avian influenza in poultry and wild and captive birds across the southwest of England a regional Avian Influenza Prevention Zone (AIPZ) has been declared in Cornwall, Devon, Isles of Scilly and part of Somerset. All poultry gatherings, including at fairs, shows and markets, remain banned, due to a large number of flocks mixing together and the risk posed by any infections spreading across the country.
‘Stop the spread’ webinars
While the risk of avian influenza has reduced, cases of bird flu continue to be confirmed in both poultry and other captive birds. All bird keepers should continue to implement strict biosecurity measures to limit the spread of and eradicate the disease from poultry and other captive birds.

The Avian Influenza Prevention Zone (AIPZ) for poultry and captive birds, introduced across Great Britain to help stop the spread of avian influenza (‘bird flu’), was lifted at midday on 16 August 2022.

The Avian Influenza Prevention Zone (AIPZ) for poultry and captive birds, introduced in England to help stop the spread of avian influenza (‘bird flu’), was lifted at midday on 16 August 2022.

The need for further regional of England-wide Avian Influenza Potential Zones (AIPZs) will be kept under regular review as part of the government’s work to monitor and manage the risks of avian influenza. Any decisions on when to reintroduce a national or regional AIPZ will be based on risk assessments based on the latest scientific and ornithological evidence and veterinary advice.
Enforcement
Avian influenza controls, are enforced by the Local Authority Animal Health Function (LAAHF), which is normally situated with the Trading Standards or Environmental Health Service of a local authority.
You should contact your local authority to find out how to raise reports of non-compliance. If you need help with this you can ask your local council.
Risk level
The risk of incursion of highly pathogenic (HPAI) avian influenza H5 in wild birds in Great Britain remains at medium (that is, event occurs regularly). The risk of poultry exposure to HPAI H5 in Great Britain has been reduced to low (that is, event is rare but does occur) (with high uncertainty) where biosecurity is suboptimal and low (with low uncertainty) where good biosecurity is applied.

The UK Health Security Agency (UKHSA) has said that avian influenza is primarily a disease of birds and the risk to the general public’s health is very low.
The Food Standards Agency has said that on the basis of the current scientific evidence, avian influenza poses a very low food safety risk for UK consumers. Properly cooked poultry and poultry products, including eggs, are safe to eat.
Avian influenza is unconnected with coronavirus (COVID-19).

There were also 2 cases of avian influenza in Wales where a small area of the disease control zones extended into England. In addition there were 2 cases of avian influenza in Scotland where a small area of the surveillance zone surrounding each case extended into England.

Mitigation strategy for avian influenza in wild birds
Find out what Defra and the Welsh Government approach to avian influenza in wild birds is and what actions land managers, ornithologists and the general public can take to mitigate the impact of avian influenza on wild bird populations whilst protecting public health, the wider environment and the rural economy.

Wild bird surveillance in Great Britain
Defra and the Animal and Plant Health Agency (APHA) carry out routine surveillance of disease risks in the UK and around the world to help us anticipate future threats to animal health.
As part of this work APHA carry out year-round avian influenza surveillance of dead wild birds submitted via public reports and warden patrols from across Great Britain.
There have been multiple findings of HPAI H5N1 in wild birds from sites across Great Britain. This is in addition to a single finding of HPAI H5N8 in a wild bird.

Reporting dead wild birds
Do not touch or pick up any dead or visibly sick birds that you find.
You should call the Defra helpline (03459 33 55 77) if you find:
- one or more dead bird of prey or owl
- 3 or more dead gulls or wild waterfowl (swans, geese and ducks)
- 5 or more dead birds of any species
We then collect some of these birds and test them to help us understand how the disease is distributed geographically and in different types of bird.
Calls to the Defra helpline about dead wild birds are triaged and not all birds will be collected. The criteria for which birds are collected are adjusted to increase or decrease the sensitivity of surveillance.
Wild birds are susceptible to a range of diseases and injuries and not all dead birds will have been infected with avian influenza.
Removal and disposal of dead wild birds
If dead wild birds are not needed for avian influenza surveillance purposes and landowners have taken the decision to remove carcasses, it is the landowner’s responsibility to safely arrange disposal of the carcasses.
Landowners are responsible for any costs associated with removal and disposal of dead wild birds. If dead birds are on public land it is the local authority’s responsibility to arrange disposal of the carcasses where removal is warranted.
For dead wild birds not required for surveillance, instructions for how to dispose of small numbers of garden birds at domestic premises can be found below.
Dead wild birds in all other scenarios must be disposed of as a category 1 animal by-products if it is suspected that the animals were infected with a disease which can spread to people or animals such as avian influenza.

Landowners, local authorities and other organisations can download posters to display on their site when there is a risk of avian influenza or if avian influenza has been detected in the area.
Disposal of small numbers of garden birds in household or municipal waste refuse (only for domestic residential premises)
- if possible, wear disposable protective gloves when picking up and handling dead wild birds (if disposable gloves are not available, a plastic bag can be used as a make-shift glove). When the dead wild bird has been picked up, the bag can be turned back on itself and tied, enclosing the dead wild bird within the bag
- the bag containing the dead wild bird should then be placed in a second plastic bag (preferably leak proof). Care should be taken not to contaminate the outside of the bag
- remove any gloves or other hand coverings used, by turning them inside out and then place them in the second plastic bag, taking care not to touch the outside of the gloves with bare hands
- tie the second bag closed and dispose of in the normal household waste (general refuse lidded bin outside)
- wash hands thoroughly with soap and water
Burial of small numbers of garden birds (only for domestic residential premises)
- the dead wild bird can be buried, but not in a plastic bag
- the depth of the burial hole must be sufficient to prevent animals scavenging and gaining access to it – at least 60cm deep is advised and the location must not be near any watercourses, or likely to contaminate local water supplies
- if possible do not use your hands to move the bird
If you have to use your hands:
- wear disposable protective gloves when picking up and handling any dead wild birds (if disposable gloves are not available, a plastic bag can be used as a make-shift glove)
- dispose of any gloves or other hand coverings in a bag (preferably leak proof), being careful not to touch the outside of the gloves or other hand covering with your bare hands
- tie the second bag closed and dispose of in the normal household waste (general refuse lidded bin outside)
- wash hands thoroughly with soap and water

Biosecurity advice
High standards of biosecurity should be maintained as good practice for the health of your birds. Good biosecurity is an essential defence against diseases such as avian influenza and is key to limiting the spread of avian influenza in an outbreak.
Whether an outbreak of avian influenza occurs in pet birds, a backyard flock, captive birds of prey, pigeons or a commercial flock the same disease control measures apply and the same impacts on bird keepers and trade in poultry occurs.
If you keep birds, you should read the biosecurity guidance which includes details of biosecurity best practice and further guidance on measures that you must take when an Avian Influenza Prevention Zone is in force.
Register your birds
If you have not already registered your birds or updated your contact details recently, we encourage you to register now, so we can contact you quickly if there is a disease outbreak in your area and you need to take action.
If you have more than 50 birds, you are legally required to register your flock within one month of their arrival at your premises. If you have less than 50 birds, including pet birds, you are still strongly encouraged to register.

Report signs of disease
You must keep a close watch on your birds for any signs of disease, and must seek prompt advice from your vet if you have any concerns. If you suspect avian influenza you must report it immediately by calling the Defra Rural Services Helpline on 03000 200 301. Failure to do so is an offence.
Pigeons or birds of prey
If your birds are within a disease control zone, make sure you check the restrictions applicable to that zone.
Outside of disease control zones, you can exercise and train pigeons or fly birds of prey, including for pest control, but they should avoid direct contact with wild birds.
Following the end of the housing measures on 2 May 2022, outside of disease control zones, pigeon keepers may exercise and train their birds from open lofts. For further information see our biosecurity guidance.
You are advised not to feed any wild birds, in particular any wild shot or hunted wildfowl, to any birds of prey, during a period of heightened risk of avian influenza infection in wild birds. This includes birds that may have been shot or hunted earlier in the year, since the virus can remain viable in frozen carcases for at least 12 months.
Game birds and shoots
See the avian influenza and game birds guidance on the Game Farmers Association website. This guidance has been prepared by game shooting, research and game conservation bodies. It is endorsed by Defra, Scottish Government, Welsh Government and DAERA in Northern Ireland.
Once game birds have been released, they are classified as wild birds. The person who released the game birds is no longer classed as the ‘keeper’ of the birds.
You can continue to feed and water released game birds but you should make reasonable efforts to minimise the chance of other wild birds accessing their feed and water, for example by placing it under cover. You should use commercial feed and fresh or treated water.

Vaccination
The vaccination of poultry and most captive birds against avian influenza is not currently permitted. Vaccination is not a routine control measure and is a practice restricted by legislation.
Vaccination of zoo birds is only permitted in England subject to meeting eligibility criteria and receiving authorisation. Only zoos or collections holding a current zoo licence can apply for an authorisation to vaccinate. For further information see our avian influenza vaccination guidance.
How to spot avian influenza
There are 2 types of avian influenza.
Highly pathogenic avian influenza (HPAI) is the more serious type. It is often fatal in birds. The main clinical signs of HPAI in birds (which can include any or a combination of the following) are:
- sudden and rapid increase in the number of birds found dead
- several birds affected in the same shed or air space
- swollen head
- closed and excessively watery eyes
- lethargy and depression
- recumbency and unresponsiveness
- incoordination and loss of balance
- head and body tremoring
- drooping of the wings and/or dragging of legs
- twisting of the head and neck
- swelling and blue discolouration of comb and wattles
- haemorrhages on shanks of the legs and under the skin of the neck
- loss of appetite or marked decrease in feed consumption
- sudden increase or decrease in water consumption
- respiratory distress such as gaping (mouth breathing), nasal snicking (coughing sound), sneezing, gurgling or rattling
- fever or noticeable increase in body temperature
- discoloured or loose watery droppings
- cessation or marked reduction in egg production
Clinical signs can vary between species of bird and some species (for example ducks and geese) may show minimal clinical signs.
Low pathogenic avian influenza (LPAI) is usually less serious and may show more vague clinical signs. It can cause mild breathing problems and reduction of egg production, but affected birds will not always show clear signs of infection.
The severity of LPAI depends on the type of bird and whether it has any other illnesses.
Anyone who keeps poultry must keep a close watch on them for any signs of disease, and must seek prompt advice from their vet if they have any concerns.

How avian influenza is spread
Avian influenza spreads from bird to bird by direct contact or through contaminated body fluids and faeces. It can also be spread by contaminated feed and water or by dirty vehicles, clothing and footwear.
The avian influenza virus changes frequently, creating new strains, and there is a constant risk that one of the new strains may spread easily among people.
Avian influenza isn’t an airborne virus.

The UK Health Security Agency (UKHSA) has said that avian influenza is primarily a disease of birds and the risk to the general public’s health is very low. The regional UKHSA Health Protection Teams are working closely with Defra to monitor the situation and will be providing health advice to persons at the infected premises as a precaution.
The Food Standards Agency has said that on the basis of the current scientific evidence, avian influenza poses a very low food safety risk for UK consumers. Properly cooked poultry and poultry products, including eggs, are safe to eat.

Dead wild birds
Do not touch or pick up any dead or visibly sick birds that you find. Read our wild bird guidance for further information.
Bird fairs, markets, shows and other gatherings
Bird gatherings include (but are not limited to) bird fairs, markets, shows, sales, exhibitions, vehicles used to transport live birds where the birds are brought together from multiple premises and some premises used for dealing or internet sales.
Bird gatherings are not permitted within a disease control zone. Outside of these areas bird gatherings are only permitted if licensed. Check if you are in a zone on our interactive map.
Each UK administration has made available bird gathering licences. These allow gatherings (including an AIPZ when in force) as long as the following is met:
- they do not take place within a disease control zone
- APHA is notified at least 7 days before the event
- gatherings meet all the requirements of the relevant general licence
The AIPZ measures do not control bird gatherings. Changes to the control of bird gathering only happens by amending or revoking the general licences.
The general licences currently available do not permit gathering of poultry (Galliformes or Anseriformes birds). Galliforme birds include pheasants, partridge, quail, chickens, turkey and guinea fowl. Anseriforme birds include ducks, geese and swans. Bird gatherings of other types of birds are still permitted through the general licences.

Trade, import and export issues

World Animal Health Organisation (WOAH) disease freedom
Following confirmation of H5N1 HPAI in a small poultry unit at a premises near Alcester, Bidford, Warwickshire, the UK is no longer free from avian influenza under the World Organisation for Animal Health (WOAH) rules. There are, therefore, some restrictions on exports of affected commodities to third countries. Trade in poultry and poultry related products with third countries that do not require whole UK avian influenza country freedom may continue on the basis of the conditions included in the export health certificates, unless otherwise notified by the importing country.
Agreed export health certificates between the UK and importing countries are considered and issued on a case-by-case basis and can be certified by an Official Veterinarian only if the consignment meets the requirements set out in the export health certificates in full.
Exports to the EU
Exports from Great Britain to the EU of live poultry or poultry products are not permitted from disease control zones.
There are no restrictions on exports to the EU from outside the disease control zones.
The European Commission is currently considering amending the regionalisation of the UK in Regulation (EU) 2021/404 in relation to these new HPAI outbreaks.
To avoid disruption to trade, the European Commission has requested that EU countries consider continuing to accept certified poultry and poultry products from the UK, if they originate outside the restricted areas.
Imports from the EU
You can’t import poultry and poultry products into the UK from within avian influenza disease control zones in EU countries.
EU trade relies on strict certification for movement of live poultry, day old chicks and hatching eggs. Products such as poultry meat, table eggs and poultry products are not subject to certification within the EU.
Higher Risk Areas (HRAs)
All areas in Great Britain remain at risk of avian influenza in wild birds.
However, in Great Britain we’ve defined a number of areas as ‘Higher Risk Areas’ (HRAs). These are generally areas near where wild birds (and in particular gulls and wild waterfowl) gather, such as lakes, marshes or estuaries. If you are planning a new poultry unit you should take into account where HRA are in relation to where the unit is planned.
We have defined HRAs following our previous experience of avian influenza outbreaks, coupled with the latest scientific and veterinary opinion. This indicates that migratory wild waterfowl (ducks, geese and swans) and gulls pose a continual threat for the introduction of avian influenza into premises where poultry, game birds, pet and other captive birds are kept. Disease control strategy
Cases of avian influenza, if they occur, are controlled by following the contingency plan for exotic notifiable diseases and the notifiable avian disease control strategy. You can read what happens when a notifiable disease is suspected or confirmed.

Compensation
You may be entitled to compensation if healthy birds are killed under orders from government or APHA in the event of a disease outbreak. Owners are not entitled to compensation solely as a result of the requirements of a disease control zone or for other consequential losses.
