In September 2021, Lordthe FrostGovernment announced the review into the substance of retained EU law (REUL) to determine which departments, policy areas and sectors of the economy contain the most REUL.

Today,In theJune Rt2022, Hon Jacob Rees-Mogg, the Minister for Brexit Opportunities and Government Efficiency,published publishes the initial outcome of this review, which is intended to be an authoritative catalogue of REUL. The Ministerpublic invitesare theinvited public to view this catalogue soin thatorder theto publicunderstand is aware of where EU-derived legislation sits on the UK statute book and isto abletake the opportunity to scrutinise it.this legislation.

Now that we have taken back control of our statute book, wethe willGovernment workis taking a proactive approach to update it by amending, repealing or replacing REUL that is no longer fit for the UK. This will allow us to create a new pro-growth, high standards regulatory framework that gives businesses the confidence to innovate, invest and create jobs, transforming the UK into the best regulated economy in the world.jobs.

In terms of next steps, we willhave bringbrought forward the BrexitRetained FreedomsEU Bill,Law as(Revocation announcedand inReform) theBill Queen’s2022. Speech,This toBill will make it easier to amend, repeal or replace REUL to deliver the UK’s regulatory, economic and environmental priorities.

Alongside the Bill, the government will continue to engage with stakeholders to identify where we can maximise the benefits of Brexit and test opportunities for reform, from artificial intelligence and data protection, to the future of transport and health and safety. Any future reforms will prioritise making a tangible difference to improving people’s lives in the UK.

Background

REUL is a category of domestic law created at the end of the transition period. It is made up of certain pieces of direct EU legislation that were ‘cut and pasted’ onto the UK statute book. REUL is also made up of certain domestic laws that implemented EU lawlaw.

The catalogue of REUL can be accessed via Tableau Public, which hosts the second iteration of the interactive REUL dashboard. The new data included in this update was collected by departments between July 2022  and wereJanuary preserved2023 as part of an ongoing cross-government collaborative exercise to identify REUL onthat thedid UKnot statuteotherwise book.

Thehave cataloguea clear departmental owner. This exercise has identified over 1, 000 additional pieces of REUL canwhich beare accessednow throughpresent anon interactivethe dashboard. This thesecond UKiteration economy.of Thisthe catalogueREUL dashboard is not intended to provide a comprehensive account of REUL in general, nor of REUL that sits with the competence of the devolvedDevolved administrations,Governments. butIt may contain individual pieces of REUL which do sit in devolved areas.areas and does indicate the territorial extent of individual pieces of REUL.

Creating and continuing to develop this cataloguecomprehensive record of REULEU-derived islegislation thewill firstenable stepGovernment into acceleratingaccelerate regulatory reform and reclaimingreclaim the UK statute book. TheGoing forward, the government will continue developingto update this comprehensivecatalogue recordon ofa wherequarterly EU-derivedbasis legislationas remainsgovernment anddepartments will work to identify where more legislation which can be amended, repealed or replaced. This dashboard willdocuments document the government’s progress against that aim. As such this is the first iteration of Cabinet Office’s interactive REUL dashboard. Going forward the dashboard will be updated on a quarterly basis, as REUL is repealed and replaced, or more REUL is identified.
