ACS directors and SIA licensing PDF removed because the guidance has been published elsewhere

Deleted documents 'ACS: Right to work guidance' and 'ACS: Outsourced employment screening' because the right to work guidance is duplicated in 'Get Licensed' and the screening guidance has been rewritten and added to our document collection on guidance for approved contractors. Also removed references to these documents in the summary and body text.
